Facing the coming of super-super-super aged societies with at least 40 percent of the population being 65 and over, in for example China and Japan, by the mid-twenty-first century, the issue of active aging has far from peaked in policy discourses and policymaking around the world. This paper has applied a normative social policy point of view (the theory of Developmental Social Policy), in trying to give clear guidelines for governments to follow in terms of social policy strategies to avoid the problem of not being properly prepared for the onset of extremely aged societies—as aging or old age is not a problem, but instead only not being properly prepared in time is. This study points out the central role of different kinds of pain (physical, mental, emotional, financial, social and cultural pain), as well as the lack of social support and mutual aid in averting high levels of quality of life. In line with a remedial-cum-preventative approach in social policy, this paper proposes for example different kinds of supply-side societal investment strategies, including investment in the natural, physical and social environment, as well as the development of practical applications of behavioral preventative social policy, such as by way of using the method of social policy marketing (in particular health policy marketing).
