The Brazilian welfare state system is not only depicted but also thoroughly analyzed in this chapter (by Christian Aspalter). Being a core representative of the ideal-typical Anti-Welfare Conservative Welfare Regime, Brazil has set example, a major trend that circled the world, that of conditional cash transfer systems (the ones that use also asset- and means-tests, and hence do not avoid “poverty trap” issues of all kinds). In this chapter, next to introducing the main columns of the Brazilian welfare state system, Aspalter focuses on the performance of the welfare state system as a whole, as a foundation for normative studies in scientific field of social policy. For this, in-depth data has been compiled, theoretically analyzed, and compared internationally.
