AbstractThis paper presents the idea that new industrialization policies can promote high-tech industrialization. The study selects 16 districts in Beijing for the period 2009-2020 as a sample. It conducted a quasi-natural experiment with new industrialized cities. The SBM model is used to measure urban eco-efficiency. The study found that the model satisfied the requirement of parallel trend test. A year-by-year propensity matching score is also used on this basis to improve the econometric model. This solves the problem of sample self-matching. The results demonstrate that the new industrialization policy promotes the development of high-tech industries. The robustness test proves that the year-by-year propensity matching works well. The placebo test proves that the policy is not influenced by other unobserved factors. The heterogeneity test finds that the new industrialization policy mainly promotes high-tech industries in medium-sized peripheral cities. It also drives new tertiary industries in large cities.
