Abstract

The fate of older people living in cities during the Covid-19 Pandemic was miserable. In America, for instance, the CDC confirmed that patients above 65 years of age are composed more than 90% of deaths. This paper examined the fatalistic effects of the Pandemic on older people living in four cities, two in Europe and two in Asia. Older people in Milan and Wuhan were more reliant on close family relationships whereas public services played a bigger role in older people’s care in Hong Kong and London. A case study approach was employed to describe the responses of the government in these four cities and their eventual health outcomes. Official reports and statistics, stories commentaries, and stories from the press and non-governmental organizations were used to examine the contexts older people faced. Interactions of social culture, healthcare systems and government responses to the pandemic were discussed in light of theoretical health welfare regimes. Results showed that unprepared, underestimated and under-prioritized government responses were the major reasons for many preventable deaths.
