Abstract | This chapter analyzes the different rationales behind major control policies regarding the COVID-19 pandemic, namely, the zero COVID strategy and "live with COVID" strategy from the perspective of the state theory. By analysing different types of states from the state theory perspective, this chapter associates the selection of a certain pandemic control policy with a state theory. Specifically, the chapter would use the examples of China and the United Kingdom to present that the Neo-Weberian approach of the state theory would result in a state choosing the zero COVID strategy, while the Liberal approach of state theory would see a state selects to "live with COVID." |
